Main issues, as the Inspector framed them
- whether the proposal would preserve the Grade II listed building of Barn Between Nos 8 and 10
- whether the level of proposed parking provision would be acceptable with particular regard to highway safety
- the effect of the proposal on the living conditions of the occupiers of 15 Victory Avenue with particular regard to privacy
What decided it
The proposal would cause less than substantial but considerable harm to the significance of a Grade II listed building, which provides a clear reason for refusal under paragraph 11(d) of the Framework, notwithstanding the Council's housing land supply shortfall.
The moderate public benefits of re-use of the listed building, housing supply and economic benefits were outweighed by the considerable importance and weight attached to the less than substantial harm to the significance of the Grade II listed building.
