Main issues, as the Inspector framed them
- whether the site is an appropriate location for housing in respect of the LP's settlement hierarchy
- the effect of the proposal on the character and appearance of the site and the surrounding area
- the effect of the proposal on the settings of heritage assets
What decided it
The less than substantial harm to the settings of designated heritage assets, combined with the policy conflicts on location and character and appearance, could not be outweighed by the modest public benefits of housing provision in a location where the Council can demonstrate a 5-year housing land supply.
The modest public benefits of 6 dwellings and a replacement car park did not outweigh the considerable importance and weight given to less than substantial harm to designated heritage assets, nor the harm to non-designated heritage assets and the conflicts with development plan policies on location and character.
