What decided it

The redevelopment of previously developed land for a single modestly-scaled dwelling with increased semi-natural landscaping would increase openness of the Green Belt and cause no harm to character and appearance, satisfying the NPPF exception and contributing to housing land supply.

The benefits of housing delivery and the increase in Green Belt openness outweighed any other considerations, allowing the appeal.
