Under paragraph 11(d) of the Framework, the presumption in favour of sustainable development was engaged due to lack of five-year housing land supply; the moderate economic benefits and modest environmental benefits did not significantly and demonstrably outweigh the substantial harm to character and appearance, so the presumption did not apply.
