What decided it
The failure to demonstrate adequate provision for Biodiversity Net Gain through a completed biodiversity metric, combined with the inability to secure the development as self-build through an enforceable condition, resulting in a conflict with Schedule 7A of the Town and Country Planning Act 1990 that substantially outweighed the limited benefits of the scheme.
The conflict with Schedule 7A (substantial weight) and paragraph 187 of the Framework (moderate weight) outweighed the modest benefits of housing delivery, economic contribution, and support for self-build, resulting in dismissal despite accordance with the development plan.
