What decided it

The personal circumstances of the prospective occupiers, particularly the best interests of the children, together with the lack of any available alternative site, were found to carry considerable and decisive weight amounting to very special circumstances outweighing the Green Belt harm.

The substantial harm from inappropriate development and loss of openness in the Green Belt was outweighed by the moderate weight given to the lack of alternative sites and policy failure, combined with the considerable and decisive weight given to personal circumstances and the best interests of the children, amounting to very special circumstances justifying a temporary permission.
