The moderate weight afforded to housing supply benefits and self-build provision was outweighed by the moderate weight given to the site's unsuitability as a location outside the settlement boundary and the significant weight given to unacceptable highway safety harm; the adverse impacts significantly and demonstrably outweigh the benefits when assessed against the Framework policies as a whole.
