Main issues, as the Inspector framed them
- the effects of the development upon the character and appearance of the landscape
- the effects of the development upon social and highways infrastructure
- the effects of the development upon designated heritage assets
- the effects of the development upon protected species
What decided it
The clear and obvious landscape harm to the area of great landscape value, combined with less than substantial heritage harm that was not outweighed by public benefits, and the defective unilateral undertaking that failed to secure necessary obligations, meant the proposal conflicted with the development plan with no material considerations to justify approval.
The less than substantial harm to heritage assets was not outweighed by the public benefits accrued to the proposal, particularly given the reduced weight to be attached to affordable housing provision due to the defective unilateral undertaking and the changed position regarding housing shortfall following adoption of the Local Plan.
