Main issues, as the Inspector framed them
- The effect of the development upon the character and appearance of the area including upon the special character and appearance of the North Oxford Victorian Suburb Conservation Area (NOVSCA).
What decided it
The proposal would preserve the special character and appearance of the Conservation Area if the replacement boundary wall is constructed at a height as close as possible to the original wall (approximately 1.77m rather than 2.0m) with authentic detailing, and if all building elements including roof equipment remain below that wall height, to be secured by pre-commencement conditions.
