The proposal would not result in an enhancement to the immediate setting of the former workshop and would be located in an unsustainable, isolated position in the countryside, contrary to both the development plan and the Framework's provisions on rural housing location, and this harm significantly and demonstrably outweighs the modest benefits of the scheme.
The modest benefits of housing supply contribution, re-use of previously developed land, construction employment and biodiversity net gain (moderate weight) were significantly and demonstrably outweighed by the harm caused by locating development in an unsustainable, isolated location contrary to the Framework's provisions on directing development to sustainable locations.
