Main issues, as the Inspector framed them

  • Whether the proposal would be inappropriate development in the Green Belt having regard to the Framework and any relevant development plan policies
  • If so, the effect of the proposal on the openness and purposes of the Green Belt
  • Whether any harm by reason of inappropriateness, and any other harm, would be clearly outweighed by other considerations to amount to the very special circumstances necessary to justify the development

What decided it

The disproportionate increase in size of the original building (172% cumulative increase in floorspace) constitutes inappropriate development in the Green Belt, and the limited other benefits do not clearly outweigh the substantial harm to the Green Belt.

Substantial weight given to harm to the Green Belt by inappropriateness and harm to openness was not clearly outweighed by other considerations (limited amenity benefit and local economic investment), such that very special circumstances were not demonstrated.
