The benefits of providing a new dwelling and contributing to housing land supply, together with limited economic and social benefits, weighed strongly in favour; the harm from conflict with the spatial strategy was much reduced by the small scale of the proposal and that it would not result in isolated development reliant on private vehicles; the adverse impacts did not significantly and demonstrably outweigh the benefits.
