What decided it
The absence of demonstrated effective, certain mitigation for the significant additional congestion caused to the local highway network (Hennef Way and Southam Road), which attracted substantial weight and was not outweighed by the benefits.
Substantial weight given to unmitigated highway congestion harm, significant weight to conflict with Policy SLE1, and moderate weight to landscape/visual harm were not outweighed by the substantial economic benefits and other limited benefits, so the adverse impacts of the proposal outweighed its benefits and the appeal was dismissed.
