The unacceptable harm to the living conditions of both future occupants (noise and disturbance) and neighbouring residents (privacy) could not be justified by the modest housing supply benefits, particularly given the Council's shortfall in housing land supply did not trigger sufficient weight to overcome the identified harms.
The modest but important contribution of nine dwellings to address the Council's housing land supply shortfall of 3.85 years was outweighed by the significant and demonstrable adverse impacts on living conditions regarding noise and disturbance for future occupants and privacy for neighbouring residents.
