The modest housing contribution and economic benefits, together with compliance with character and appearance policies, were outweighed by the conflict with LP policy DM11 regarding European site integrity, which provides a strong reason for refusal under NPPF paragraph 11(d) notwithstanding the reduced weight given to locational policy conflicts due to the five-year supply shortfall.
