Main issues, as the Inspector framed them
- Whether the proposed dwelling would be in a suitable location for housing, having regard to the Council's spatial strategy and its proximity to services and facilities
What decided it
The proposed dwelling's location outside the settlement boundary, at distance from services and facilities accessible only by car, would undermine the Council's spatial strategy to focus development on well-connected and sustainable locations in accordance with the settlement hierarchy.
The modest benefits of housing supply, economic activity and biodiversity enhancement were insufficient to outweigh the conflict with the spatial strategy and the environmental disbenefits of future occupants being heavily reliant on the car with little opportunity to prioritise walking and cycling.
