Main issues, as the Inspector framed them
- The effect of the proposed development on the special interest and significance of nearby designated heritage assets
- whether or not the proposal would be inappropriate development in the Green Belt and the effect on openness, having regard to the Framework and relevant development plan policies
What decided it
The less than substantial harm to the significance and setting of the Grade II listed Hill Farmhouse was not outweighed by the public benefits of the scheme.
The great weight attributed to the less than substantial harm to the heritage asset's significance outweighed the moderate weight of the cumulative public benefits (design quality, housing supply, social/economic benefits and personal circumstances), so the appeal was dismissed.
