What decided it

The material harm to the character and appearance of the local area caused by the dense, terraced form and small plots, combined with inadequate parking provision harming living conditions, significantly and demonstrably outweighed the modest benefits of four additional housing units when assessed against the Framework as a whole.

The modest social and economic benefits of providing four additional housing units in a generally accessible location were significantly and demonstrably outweighed by the material harm to character and appearance of the local area and the living conditions of existing and future residents through inadequate parking provision, such that the proposal would not be a sustainable form of development.
