What decided it
The Council's inability to demonstrate a five-year housing land supply, combined with the moderate (rather than substantial) harm to character and appearance, meant the benefits of housing delivery outweighed the identified conflicts with the development plan.
The moderate negative weight given to conflict with landscape and character policies was outweighed by the significant positive weight given to the small but useful contribution to housing supply in an area with only 1.28 years' supply, applying the presumption of sustainable development under Framework paragraph 11.
