What decided it

The proposal constitutes inappropriate development in the Green Belt causing significant harm to openness and the Surrey Hills National Landscape, and the limited benefits do not clearly outweigh this harm to amount to very special circumstances, and the Green Belt protection in paragraph 11(d)(i) of the Framework displaces the presumption in favour of sustainable development.

The substantial harm to the Green Belt and great weight harm to the Surrey Hills National Landscape were not clearly outweighed by the limited benefits of an additional dwelling and renewable energy, and the presumption in favour of sustainable development was displaced by the Green Belt and National Landscape protections in paragraph 11(d)(i) of the Framework.
