What decided it

The engagement of paragraph 11(d) of the NPPF due to the Council's inability to demonstrate a five-year housing supply, combined with the small scale of identified harms and the small contribution to housing need, meant that the adverse impacts did not significantly and demonstrably outweigh the benefits.

The small degree of harm to character and appearance and conflict with the development strategy was outweighed by the small contribution to housing need, small economic benefits, and support for rural services and facilities, in the context of the tilted balance under paragraph 11(d) of the NPPF
