- Inspector

Main issues, as the Inspector framed them
- the effect of the proposed development on the character and appearance of the area
- protected trees, with regard to whether suitable living conditions would be provided for future occupants of the dwelling in respect of natural light
- the integrity of European sites, with particular regard to recreational pressure
What decided it
The Council's inability to demonstrate a five-year housing land supply engaged the tilted balance under NPPF paragraph 11(d), and the benefits of housing delivery outweighed the limited harm to character and appearance.
The proposal conflicts with the development plan but the adverse impacts of limited harm to character and appearance would not significantly and demonstrably outweigh the benefits of housing supply and delivery when assessed against the Framework taken as a whole.
