What decided it
The lack of mitigation mechanism to address likely significant effects on the integrity of the Chiltern Beechwoods SAC, combined with unacceptable harm to character and appearance, highway safety and biodiversity, significantly and demonstrably outweighed the housing benefits and triggered the exception in paragraph 11d(i) of the Framework.
The benefits of housing delivery and the Council's inability to demonstrate a five-year housing land supply were outweighed by the significant and demonstrable adverse impacts on character and appearance, highway safety, biodiversity and the integrity of the Chiltern Beechwoods SAC, with the SAC issue providing a strong reason for refusal under paragraph 11d(i).
