What decided it

The scheme would result in less than substantial harm to the setting and special interest of the listed library and would adversely affect the integrity of protected habitat sites, and these harms could not be overcome by conditions or outweighed by the housing benefits despite the Council's acute supply shortfall.

The provision of nine homes and modest economic benefits weighed in favour of the scheme, but the harm to the designated heritage asset (listed building) and to protected habitat sites, combined with harm to neighbouring living conditions, provided strong reasons for dismissal that outweighed the housing benefits despite the Council's 2.1 year housing land supply position.
