The level of off-street parking proposed (13 spaces) was sufficient to accommodate expected demand from residents given the size of units and highly accessible location, and would not result in a material increase in on-street parking pressure or pose a demonstrable risk to highway safety.

The benefits of providing 19 new residential units in a sustainable location on a brownfield site, boosting housing supply and promoting effective use of land, outweighed the modest shortfall in parking provision against the SPD standard, which was justified by local car ownership evidence and the site's accessibility.
