The failure to provide adequate clarification on the frequency of night-time cattle bellowing and other potential noise sources meant the evidence did not sufficiently demonstrate that acceptable living conditions could be achieved, notwithstanding the housing supply shortfall.

The benefit of three new dwellings on previously developed land was given a good deal of weight but was not sufficient to outweigh the harm to living conditions; the adverse impacts significantly and demonstrably outweighed the benefits when assessed against the Framework as a whole
