What decided it
The severe shortfall in the Council's five-year housing land supply triggered the paragraph 11(d) tilted balance, and the substantial benefits of housing delivery were not significantly and demonstrably outweighed by the limited harms identified.
The substantial economic and social benefits of housing delivery and affordable housing, together with environmental benefits from biodiversity net gain and open space, outweighed the limited harm to character and appearance and the limited loss of Best and Most Versatile Agricultural Land, such that adverse impacts did not significantly and demonstrably outweigh the benefits under paragraph 11(d).
