The adverse impacts in terms of the sustainability of the location are significantly and demonstrably outweighed by the totality of the benefits (very significant weight for self-build provision, limited weight for housing delivery and local economic benefits) when assessed against the policies in the Framework taken as a whole under the tilted balance.
