The very significant weight to be given to the provision of three self-build homes in the face of a substantial shortfall in supply against statutory requirements, when assessed against the policies of the Framework taken as a whole under the tilted balance, outweighed the adverse impacts of locating development in an unsustainable location with poor accessibility to services and facilities.
The adverse impacts in terms of the sustainability of the location are significantly and demonstrably outweighed by the totality of the benefits (very significant weight for self-build provision, limited weight for housing delivery and local economic benefits) when assessed against the policies in the Framework taken as a whole under the tilted balance.
