The combination of existing nearby residential development, the outline nature of the application allowing detailed design control through reserved matters, and the Highways Authority's confirmation of no collision history and adequate visibility in the eastern direction satisfied the Inspector that neither character and appearance nor highway safety would be unacceptably harmed.
