The moderate weight afforded to the delivery of 4 energy-efficient dwellings and associated benefits (economic benefits, biodiversity enhancements, improved turning facilities) was significantly and demonstrably outweighed by the significant weight attributed to the unacceptable effect on character and appearance and conflict with the Framework's well-designed places policy.
