What decided it
The absence of suitable walking routes to local facilities and sustainable transport modes would result in significant reliance on private vehicles, which as a major shortcoming conflicting with NPPF paragraphs 110 and 115 significantly and demonstrably outweighed the modest benefits of delivering two self-build dwellings.
Under paragraph 11(d)(ii) of the NPPF, the adverse impacts of unsustainable transport patterns and conflict with key policies for directing development to sustainable locations significantly and demonstrably outweighed the benefits of housing delivery and self-build provision, such that the presumption in favour of sustainable development did not apply.
