The limited benefits of providing one dwelling (limited positive weight for private benefit to appellant, moderate weight for contribution to housing supply, limited weight for economic and social benefits and sustainability features) were significantly and demonstrably outweighed by the conflict with the development plan's locational strategy and unacceptable harm to character and appearance of the area.
