What decided it

The development fails to meet the requirements for prior approval under Class MA of the GPDO because it would create adverse transport impacts (parking stress and lack of disabled bay provision), the Fire Statement was not provided to the Council for assessment, and external works would be required which do not qualify as permitted development.
