What decided it
The site's classification as grey belt land meeting all Green Belt tests, combined with the severe shortfall in housing land supply (1.92 years) and compliance with the Golden Rules, meant the substantial benefits of the scheme were found to significantly outweigh the minor heritage harm.
The very substantial benefits of housing and affordable housing delivery, brownfield reuse, heritage enhancement, highway and recreational improvements, and economic benefits significantly outweighed the small adverse weight attributed to loss of the non-designated former workshop, and the proposal was found to accord with the development plan as a whole.
