What decided it

The development conflicts with the development plan by causing unacceptable harm to character and appearance and to neighbouring living conditions, with no material considerations of sufficient weight to justify approval.

The appellants' personal circumstances regarding family medical needs were weighed against the planning harm to character and appearance and neighbouring living conditions, but the public interest in protecting the area's character and neighbours' amenity was given greater weight.
