The benefits of delivering eight new residential units and socio-economic benefits (given moderate weight) were outweighed by the significant weight given to the Framework's emphasis on design quality and high standards of amenity for existing users, resulting in the adverse impacts significantly and demonstrably outweighing the benefits.
