Main issues, as the Inspector framed them
- whether or not the appeal proposal is inappropriate development in the Green Belt having regard to the Framework and any relevant development plan policies
- the effect on the character and appearance of the area
- whether any harm to the Green Belt by reason of inappropriateness, and any other harm, is clearly outweighed by other considerations, so as to amount to very special circumstances required to justify the proposal
What decided it
The change of use of land to create domestic outdoor space would reduce openness of the Green Belt and encroach into the countryside, constituting inappropriate development that was not clearly outweighed by other considerations including housing supply benefits.
The substantial harm to the Green Belt by reason of inappropriateness and harm to character and appearance were not clearly outweighed by the provision of one additional dwelling and limited economic benefits, particularly given the availability of a fallback position under prior approval.
