What decided it

The fence's muted colour, appropriate height graduation, and the existence of other boundary fences within the conservation area, combined with the low-speed nature of traffic at the access point and absence of collision history, satisfied the Inspector that the development preserves the conservation area's character and does not harm highway safety.
