The absence of a Sequential Test and insufficient evidence that the proposals would be safe from flooding for their lifetime, combined with the site's location outside the settlement boundary with poor accessibility to services and facilities, provide clear reasons for refusal that outweigh the housing benefits.
The modest housing benefits and efficient use of previously developed land were outweighed by the substantial conflicts with flood risk policy, the unsustainable location with poor accessibility, and the conflict with the spatial strategy, although the latter was moderated by the Council's persistent housing under-delivery.
