The proposal was found to comply with the development plan taken as a whole, with the substantial housing, elderly accommodation and other benefits outweighing only a limited policy conflict, and no harm identified to the Conservation Area.
The significant benefits of housing delivery, specialist elderly accommodation, brownfield reuse, sustainable location and economic benefit outweighed the limited conflict with NP Policy 6, and no adverse effects were found to significantly and demonstrably outweigh these benefits, so the proposal was found to comply with the development plan as a whole.
