What decided it

The Framework's policies protecting National Landscapes as areas of particular importance, which provide a strong reason for refusing the development under paragraph 11(d)(i), outweigh the significant weight given to the provision of pitches in a context of supply shortfall.

The significant weight given to the provision of two gypsy pitches in the context of a shortfall in supply was outweighed by the Framework's policies protecting National Landscapes, which have the highest status of protection in relation to landscape and scenic beauty, and the resulting harm to the natural beauty of the High Weald National Landscape.
