Main issues, as the Inspector framed them

  • The impact of noise from the air source heat pump at ground floor level on the existing occupiers of the residential units above

What decided it

Subject to conditions requiring post-installation noise assessment, anti-vibration mountings and restricted operating hours (0800–1900 Monday to Friday), the air source heat pump would not cause unacceptable noise or vibration harm to existing residential occupiers and would comply with the development plan.

The benefits of replacing older air conditioning units with a more efficient air source heat pump were balanced against the potential for noise and vibration impacts on existing residential occupiers; the Inspector found that with appropriate conditions, the proposal would not cause unacceptable harm and the balance favoured approval.
