What decided it
The site's location in an area subject to surface water flooding, combined with the failure to demonstrate through a sequential test that no sequentially preferable sites exist, and the harm to the character of the area from the amount of development proposed, outweighed the modest housing benefits and self-build provision.
The benefits of housing delivery and self-build provision, together with reduced pressure on Green Belt and agricultural land, were outweighed by the harm to the character of the area and the conflict with flood risk policy, particularly given the strong reason for refusal provided by flood risk policies under paragraph 11d)i of the Framework
