The unacceptable harm to the character and appearance of the East Devon National Landscape, combined with failures to protect protected species and demonstrate a suitable location, outweighed the modest housing supply benefit and could not be justified by loss of best and most versatile agricultural land.
The modest contribution to housing supply (approximately 2.97 years shortfall) was outweighed by the strong protection afforded to the National Landscape under the Framework and the harm to protected species and agricultural land, with the Framework's aim to boost housing not intended to override protection of assets of particular importance.
