What decided it

The heritage harm to the listed buildings and insufficient understanding of impact on the scheduled ancient monuments, combined with the unsustainable location and character harm, could not be outweighed by the modest public benefits of housing delivery and self-build provision.

The public benefits of housing delivery, self-build provision and affordable housing were given reasonable weight when taken together, but were insufficient to outweigh the medium-level less than substantial harm to the significance of the listed buildings and the lack of information regarding the scheduled monuments, to which great weight must be given under the Framework
