Main issues, as the Inspector framed them
- whether the development is acceptable in principle
- whether it would conserve and enhance the landscape and scenic beauty of the Blackdown Hills National Landscape
- whether it would harm the significance of designated and non-designated heritage assets by reason of its effect on their respective settings
- whether this is a sustainable location
- whether the economic and other benefits of best and most versatile agricultural land have been recognised
- whether, having undertaken relevant balancing exercises, material considerations exist that indicate a decision should be otherwise than in accordance with the development plan
What decided it
The proposal constituted major development causing significant adverse impact on the Blackdown Hills National Landscape without demonstrated exceptional circumstances or public interest justification, providing a strong reason for refusal that disapplied the tilted balance.
the benefits of housing and affordable housing delivery outweighed the less than substantial heritage harm and the best and most versatile agricultural land conflict, but did not outweigh the harm to the National Landscape and the poor sustainability of the location, so the section 38(6) balance tipped against the proposal
