The proposed access layout would create a significant hazard to highway safety by overlapping with a parking space in a complex traffic environment, and the absence of required bat survey information before determination meant the Inspector could not be certain protected species would not be adversely affected.
Although the scheme would provide three additional housing units and make effective use of land in a sustainably located urban site, the significant harm to highway safety from the poorly designed access layout and the unresolved protected species issue meant the adverse impacts significantly and demonstrably outweighed the benefits under the tilted balance.
