Main issues, as the Inspector framed them
- Whether condition No 11 is necessary and reasonable having regard to the living conditions of the occupiers of neighbouring properties and the character and appearance of the area
- The effect that varying condition No 12 would have on the character and appearance of the area
What decided it
The GPDO's built-in safeguards and limitations on extensions, combined with the spacious character of the area and variety of house types, meant that removing permitted development rights entirely was not necessary to protect character and amenity, and the larger garage would not have an appreciably greater impact on the area's character.
