What decided it
The Council's inability to demonstrate a five-year supply of deliverable housing sites, combined with the site's sustainable location and accessibility, meant that the limited harm from conflict with the spatial strategy was outweighed by the housing delivery benefits under paragraph 11(d) of the Framework.
The limited harm arising from the proposal being at odds with the Council's spatial strategy did not significantly and demonstrably outweigh the benefits of delivering two dwellings in an accessible location to address a notable shortfall in housing supply, with modest social, economic and environmental benefits.
