The proposal's obtrusive extension into the open countryside and consequent significant, permanent harm to the rural landscape character, conflicting with Policy SP4(b) and (d), EN1 and DE1.
The moderate and limited weight benefits (economic investment, employment, retail choice, minor BNG) did not outweigh the very significant weight given to the conflict with the development plan as a whole.
